Budget notebook tutorial

There are several steps to add two tutorials for budget calculation

• upload three time steps of necessary diagnostic of ECCO to zenodo.
• use some sciserver storage to host the 40 years of DIC run
• demonstrate how to calculate divergence, how to get wall concentration, unresolved advection, anomalous reaction, and $u'\cdot\nabla \bar \theta$ using sd.eulerian_budget
• demonstrate how to run the particle such that all wall crossing are stored. Run the Lagrangian budget.

I hope to get this done before OSM, just need to find time to do it...Maybe after I graduate...

I think maybe a better idea would be to look at the mean salinity budget of the Beaufort Gyre
