Convert saves, likes, and comments tabs in image meta to <button> #849
Description
Saves, likes, and comments tabs in image meta are currently rendered as links <a>. Given they don't actually take the user anywhere they should really be <button> elements. At the moment they show up in screen readers as link:0, link:7, etc three for each post which leads to a lot of clutter.
Reply and delete controls for comments may be candidates for similar treatment.
