Update macOS release tooling to work properly on Apple Silicon

GitHub recently updated `macos-latest` to run on M1 machines, which breaks the heavily Intel-assuming build process. I need to rework it all to run properly on Apple Silicon, as well as to update the severely outdated dependencies. I managed to hack it into working for v2.8.3, but a full redo is required before the next release.
