Where do the champion stats come from?

Iron Brago is showing up as undefined for me, so I was going to edit one of the champs in hero_types.json and just replace the stats with those of Iron Brago. But looking at the json the stats aren't level 60, max ascencion stats:

Where are these numbers taken from for health, attack and defence?

EDIT: I've discovered what the calculation was, but also when I rebuilt and reran the program locally Iron Brago appears for me
