[DWS-18] Implement various SQLAdvisor web services

Build a variety of web service calls for handling incomplete SQL statements, and providing lists of identifiers, keywords, and errors.

See recent P4 submissions by chard on dt/dev. He's been adding some general service APIs that require only DB connections for doing LURQL stuff, and SQLAdvisor as well. Discuss with Nick as well.
