[BUG][Retail] [Classic] Moving CoolLine desyncs the ElvUI mover bar (ElvUI_CoolIne_Wrapper)

Describe the bug
When using ElvUI_CoolLine_Wrapper, moving CoolLine frame using /coolline desyncs the ElvUI mover bar (ElvUI_CoolIne_Wrapper). No syncing is possible after that.

To Reproduce
Steps to reproduce the behavior:

1. Install CoolLine and ElvUI_CoolLine_Wrapper
2. Move CoolLine with the ElvUI mover bar => works fine
3. type /coolline
4. move the CoolLine bar
5. The ElvUI mover and the CoolLine bars are not synced anymore, making the mover useless

Expected behavior
Both frames moving altogether

• OS: Win 10 x64
• WoW game version: seen on 1.13.3. Should be visible on retail 8.2 too
• Addon Version: 8.0.010-classic
• Character class: not relevant

Best idea for now is to disable the moving of CoolLine is the ElvUI_CoolLine_Wrapper addon is loaded.
