Rather than email notifications, we can also leverage Telegram's API pretty well. 001c260 sets up a facsimile of the email notifier essentially, but we can do a bit better than that.

• Generate an Oration Bot which can be a public bot for people who don't want to set up their own instance
• Always let people use their individual bot endpoint however
• Add bot command to return the chat_id such that users can put this in their oration.yaml
• Allow admins to directly reply to comments on their blogs through the telegram bot
• Approve/delete commands should also be possible to trigger from the bot
