DevOps: Github Updates in Discord

Using a webhook, provide github updates in discord for the following changes:

• Open PR on the Site, Integration Tests, or Mobile App repository
• New Issue created on any repositories.
• new star, follow, or watch.

I've setup this webhook for the Site repo, but it seems like it'll send notifications for more events than desired (i.e. "Pull request assigned, auto merge disabled, auto merge enabled, closed, converted to draft..." instead of just "Pull request opened"). We need to figure out a way to filter out unwanted events.

I'm looking into GitHub Actions: Events That Trigger Workflows (pull_request) to see if I can write a custom GitHub Action to make a POST request to the Discord Webhook on pull_request->opened only.
