Empty CHANGELOG.md doesn't update on release if non-major

Currently, if we create an empty CHANGELOG.md file and then run tag-release with a minor or patch release the CHANGELOG.md file won't be updated.

However, a major release will update the CHANGELOG.md file correctly and then any minor or patch release therefor after will work as intended.
