Issue 20: CI/CD pipeline for Python service

**Description:**  
Set up GitHub Actions workflow to lint, test, and deploy Python microservice.  
**Acceptance Criteria:**  
- Workflow runs on PRs to `main`  
- Runs pytest, black, flake8  
- Builds Docker image
