Comment# problems

Not all comments show a number, for example some only show "#" symbol:

Also, numbering appears to not be unique? For example, in the above image Abdinasir's comment appears to be un-numbered and that is confirmed when I mouse over both the hyperlinked # and the hyperlinked date--both show an address that ends with .../#. However, when in the Comments section of the dashboard, as in this picture:

and mousing over the hyperlinked date-time, the end of the address shown is ".../#comment-6", showing that it has a number! Stranger still, you can see by looking at the top image that #6 was assigned to another comment in that thread, Samira's.

Finally, the comment number shown on the threaded view page looks something like this: ".../#3" and the comment number in the Comments part of the dashboard looks like this: ".../#comment-3". Seems they should show the same address.

Some comments were made with iPads, others with computers with either Chrome or Explorer.

I'm noticing another strange thing with numbering (now using wordpress 4.1). Comments in the thread view are un-numbered as before. However, I just noticed that when I click on Map view for that discussion, the comments are numbered on the map! Furthermore, when I click back on the thread view and reload, the comments have the new numbers!
