[Simple Recycling] Update to 1.1

It looks like Simple Recycling could easily be updated to 1.1, with a few minor changes:

• Update About.xml
• Utilize GeneralLaborSpeed (per this announcement)

To keep this backwards-compatible, I'm going to implement this with PatchOperations, rather than changing the base def.
