Standard (and automated) documentation (web site) production

The Labcas-NIST [sic] organization is currently lacking the following two "standard" GitHub repositories:

• .github — this repository contains special defaults for all repositories in Labcas-NIST [sic], such as CODEOWNERS and issue templates. But more importantly, it also contains the contributor's guide and code of conduct.
• labcas-nist.github.io — this repository is used to publish the home page for the Labcas-NIST [sic] organization

It would also be nice if the organization set up some pinned repositories or created a org-wide README. It could also use a logo, as it's still using a default logo assigned by GitHub.

Also: it's LabCAS-NIST, with "CAS" capitalized. We'll try to correct that in the documentation.

• Integrate LinkML, API, other standards into the site
• Set up org-level README
