MF 6.1 Import

1. Create a branch off jk/lapsimv2
2. Create a folder titled tire_model
3. Import the file mf_61.py from jk/dev
4. Import the parse_tir function into its own file under /utility/ in jk/dev
5. Make a test program to take in a .tir file and graph the relevant quantities from mf_61 (read the documentation on mf_61 and the code from jk/dev for reference for this)
