Its similar to the line tool for measuring the physical extent of an object. There are 3 basic interactions, resize along the 2 axes and rotation. You would want to know the major and minor axis lengths in arcseconds and the rotation. This is useful for diffuse objects like galaxies but also for supernova remnants and planetary nebulae.
Seems like it's for measuring the area of space in two dimensions, which axes should the rotation angle be based upon? x or y?
