Wrong position tooltip rendered at #570

Hello,
I'm using Python 3.13.0 and pygal 3.0.5.
When rendering a HorizontalLine(), I found the tooltip rendered not where it should be in the HorizontalLine(), but where it should be in the y-inversed Line(). I think it need to be solved.
