Using custom buttons to replace toolbar buttons #2

I'm wondering if it would be a good idea to move the toolbar buttons up into the main interface and eliminate the toolbar. (The same question would apply to VoiceOver.) Doing so would make it easy to get the custom highlighting that we want when the button receives VoiceOver focus.
