[功能要求]添加一个指令前缀功能

在后台添加一个指令前缀项
默认为空 可以自定义前缀

例如
当前缀设置为"/"时
原指令"help"则需要使用"/help"才能触发

全局适用 所有指令都会添加这个前缀
防止一些误触行为
