Items do not sliding when throw on the Blue Ice or Packed Ice with Kilt Installed

Expected Behavior

The items thrown on the Blue Ice or Packed Ice should be sliding

Actual Behavior

The items thrown on the Blue Ice or Packed Ice were not sliding

Reproduction Steps

1. Build a Blue Ice or Packed Ice path
2. Press Q to throw items on path
3. The items do not sliding on it

Additional information

I really need ice path to transport items. If this bug is not fixed, my logistics system will not work.
What I can say for sure is that the situation I mentioned won't happen without adding the kilt mod.
