Feature Request: Return the title, category, tags, etc. while channel is not live.

The Public API only returns the title, category, tags, etc. while live. Creator Dashboard uses the internal API channels endpoint which DOES include title and category whether channel is live or not if its your channel. This will allow me to show the channel information in a desktop application before the stream starts to determine if it needs to be changed.

Can we add this functionality to the Public API?
