Doc-internal hyperlinks in auto-generated pdf do not work #158

follow-up to #90
I noticed this difference to the the official spec pdf (and the ones I generate locally) to the pdf in the GA artifact. For example, Chapter 2.2 references devices; the word has the blue link color, but cannot be clicked.
Same with the ToC. The HTML version has all working.
Maybe the LaTeX package hyperref is missing during pdf generation?
