feat: add voting system for PYQs

How it might work

• in the pdf viewer, user can either upvote a the pdf or dowvote.
• the votes count should be stored in the db with the entry corresponding to the PYQ
• Votes can only be done once by each memeber
  • dont know how would we implment that
