Facilitate updates of OSeMOSYS code

Currently it requires a file comparison to identify differences between the osemosys code in this repo and the latest release on the OSeMOSYS GNU MathProg repo.
Perhaps one could find a solution via forking and branching to allow updates using GitHub.
