Separate sending speed for file-transmissions #3
Description
It is desirable to have a separate sending speed setting for data-type "file-transmission" which can be set by the user e.g. in ConnectionParameters. This would aid the "background" status of file transmissions in scenarios where a heavy object flow is occurring.
