Feature: Ban makers in configuration #1806
Description
Motivation
As a measure to misbehaving makers, allow banning makers in configuration. This can be useful for example when the same maker continuously picked and timing out.
Suggestion
Add new configuration:
[POLICY]
banned_maker_ids=J5ABC1,J5DEF2,...
banned_maker_bonds=deadbeef:0,abcdef:1,...
