first draft upvoting and permission check for fly feature

user has a points count.
user gains some number of points when they get an upvote from another user on any of their files/books
once the user has gained a threshold level of points, they unlock the fly feature.

Extensions:

• Other features to unlock: - maybe radius expansion
• Downvotes and favourites, reporting
• Choose map styles
• Fly tokens - everytime you fly you spent some. And you gain tokens by gaining points
• Hovering - spent some points to move on the map at a limited speed
