Impossible to make recipes

Impossible to unlock recipes, maybe I didn't understand?

I tried dragging and dropping all the ingredients onto each other, but nothing unlocks (for example, water on green herb).
I'm level 25 and still have 0 recipes.

I can't find an answer online.

Did I misunderstand how it works, or is this a bug?
