API documentation for using the java style docs in code

Currently, the code has the java style docs in the code. This could be the perfect candidate for the API/reference docs. Such documentation can be built with the doxygen.
Such documentation can be built using the GitHub actions and auto deployed to GitHub pages on the deployment to the maven central.
