Make an option to disable the `--offline` flag added to builds

I know there are security reasons for this, but our library depends on libraries that might download more deps.

I'm confused as to how you would need that. The only dependencies libraries have when built are from the dependencies and dev-dependencies lists. All of those will be downloaded already when running tests.
