IEEE abbreviations not consistent

if abbreviation is the original, it should not come into JabRef

as today, test of JabRef/jabref#12475 failed because abbrev == full

we should make the UBC list match what the IEEE folks use, since they probably know best how to abbreviate their own journal name. So instead of having "IEEE Software" twice, we'd change the second one to "IEEE Softw."

Let's check https://github.com/JabRef/abbrv.jabref.org/blob/main/journals/README.md first.

1. ubc is generated using a Python script
2. IEEE is manually created by @ThomasA and @eyliu

Seeing that the IEEE list is smaller this seems to be "better" maintained.

I think, the issue is at merging at JabRef's side. I currently don't know how JabRef is doing this.
