Define default button's tooltips with their associated action.label if action.desc is empty

Some buttons are create in toolbars sharing the action defined for a menuItem. The icon may be explicit but providing a tooltip helps for a better GUI understanding. Some action do only get a label for the menu but using this valuefor the tooltip if no description is associated may be a good and light solution.
