Per NOAA-EMC/GSI#447 (comment)
EMC finds substantial differences between the 2.4.0_emc fix/ directories and what spack stack provides for v2.4.0.
"445 Sensor/TauCoeff files differ" 1706 files in spack-stack vs 1410 files in production.
