Enable GHA to build and publish an ITK tag

When an ITK tag is made the ITKDoxygen GHA should be able to build the ITK doxygen and create a release with the generated artifacts.

The could be done by adding a workflow dispatch which add an ITK tag parameter to be passed to and used by the run.sh script.
