Put a restriction on the max length of topic name

Currently, we don't have any restriction on the length of the topic name. Users are trying to publish events to a topic (length of topic name > 25) but audit for those events are not updated in the db.

Error log:

We should put a restriction on the length of a topic so that it will not affect the DB schema.

Max length of a topic name should be same/consistent from publisher, feeder and db side.
