Spacing on action page

@aaronparr can you clarify, do you mean the space between "The people of Norfolk have done something amazing" and the subsequent 3 blocks? And the space between the blocks and the text starting "Norfolk contributed..."? Or do you mean the space between the blocks themselves?

@tatesoller @gabrieldavalos cool - in that case, I think I need to see an updated sketch design for this page. I think it's better than me just trying to interpret what I think is about right. maybe you guys can work with @ravneetbains to see what spacing you like the look of and then send it over.
