Create question collapsible/expandable component

Component should be named: QuestionAccordian

This can also be found on the figma. - Note the 2 different states it takes (expanded, collapsed) - Default state should be collapsed. - On click of any part of the bar, it should change what state it's in - Consider that in the expanded state, it should have an expandable space associated with it (which could have nothing in it right now, or random demo things.)
