Noise block texture favors blocks in the center of the list. #21

This isn't due to a coding mistake, rather a fluke in the nature of simplex noise. Because simplex noise creates a gradient between the light and dark areas, any given block is more likely to be somewhere in the middle than on the edges. This problem gets worse for more extreme values, leading the blocks at the edges of the list to be practically nonexistent.
