Description
- core: Add BotServ functionality and handling to core
- botserv: Add main section showing BOTLIST output and ability to ASSIGN or UNASSIGN a BotServ bot to a channel.
- botserv: Add info section showing INFO about a BotServ bot.
- botserv: Add Staff section for bot management and Staff overrides.
- core: Add functionality allowing BotServ administration to IRC4Fun Staff.
