Feature Request: Let authorized users see collection contact emails regardless of ExcludeEmailFromExport #12194

Overview of the Feature Request
The View a Dataverse collection API currently does not return the contact email addresses if the "ExcludeEmailFromExport" setting is enabled. However, users who are authorized to edit a collection should be able to retrieve the current the contact addresses regardless of the setting.
I assume the new SPA will be requiring this as well for the "Edit Collection" page.
What kind of user is the feature intended for?
