Create Dataset API doesn't generate a notification


**What steps does it take to reproduce the issue?**
Create a Dataset using the API (for example, using the SPA).  A notification should be sent to the user about the create dataset action, but none appears.  If you create a dataset in JSF, then a notification is sent.

Create Dataset in SPA, or by calling the create dataset endpoint in the API directly.
