populate config.json.sample with eligible entries from all-dataverse-installations

I wrote a script which I'll upload if you promise not to point and laugh.

It identified a number of dataverse installations in all-dataverse-installations.json running Dataverse 4.9+ which were not present in config.json.sample. I've added them to https://dataversemetrics.odum.unc.edu and would like to document them here.
