add error response format

We need to introduce an error response format for all our API calls. This should be as generic as possible so we can reuse it/extend it as needed.

one of the main requirements is to have a message filed which the web app can use to display the error to the user (e.g: Alert body cannot be empty)

Propose a suitable format and discuss either here or on slack channel
