New operation mode: call for workshops

We want to use the BOF software also for organising the workshops:

• gathering ideas and requests for workshops, and then we can find speakers.
• or workshop speakers can put up their workshop
• we can use some sort of voting during the nomination stage, to get a clear picture which workshops are important
