update README.md to point to ibm.com/docs #760

README.md currently refers and links to Knowledge Center. This has been renamed to ibm docs, and the link is now redirected to https://www.ibm.com/docs/en/cpfs?topic=installer-110-operator. The README should be updated to avoid the redirect and also call it "IBM Docs" rather that Knowledge Center.
Should it point to 3xx instead? https://www.ibm.com/docs/en/cpfs?topic=installer-3xx-operator
