Using Github Action to automate release publish and version bump

Manually trigger the Github Action to do
1. Publish a release for specific branch
    * Input: existing branch name for publishing a release
2. Create a new branch for existing version
    * new branch should be a minor version. For example `release-3.19` or `release-4.0`
3. Create a PR to bump the version
    * Input: specify if it is a major, minor or patch version update.
