deploy_config.json path for chaincode incorrect

find: 'lib/chaincode/': No such file or directory

When I changed the deploy_config.json path to 'lib/'
The chaincode was installed (as seen on the helios UI on IBP) but not instantiated and the Deploy Stage in the pipeline shows Failed.

Hmmm, unless I'm missing something I'm not convinced the current bootstrap code can have ever worked since it requires index.js in the parent directory and the build-lib scripts still deploy files individually

If anyone has time to investigate further, or work on IBM-Blockchain-Starter-Kit/build-lib#67 that would be great
