Create a timescore variable

Participants were given the leave-behind (lb) questionnaire every four years (every second HRS wave). However, this is not always consistent as some participants were given a version of the lb questionnaire in 2004 and then again in 2006. There may be other instances of off pattern data. Create a time variable that gives time since first administration of the lb questionnaire.
