Capture Penalties #229

From the Lead Coach of 4531 STEAMpunk:
"Second, penalties - if a team gets a penalty, it would also be helpful to know that as well to see if that is a one-off situation, or a regular occurrence."
This would need to be added to the scouting interface and the analysis modules. One decision would be whether to distinguish between severity of penalties. This may be challenging for scouters to know when watching a match; so, my initial reaction is to keep it simple and just have a single penalty button.
