Extend the coordinator app to allow single step adding of users #36
Description
this should
- add them to the neuromorphic-users group
- create a new collab
- add them to the team for that collab
- give them a test quota in that collab
- enter the Collab ID into the Jupyter code, or provide a function which retrieves the ID automatically
- send a notification to the user, or generate a text that can be pasted into an e-mail
