Bump eslint to latest 10 version

Description

Some time ago we disabled dependabot updates for eslint due to missing support of 10 version in typescript-eslint. Recently typescript-eslint released new version that supports it, so we can update now.

Motivation and Context

To keep deps up to date.

Implementation Details

• bump estlint and typescript-eslint
• bump/adjust other related eslint packages
• remove ignore for related packages in dependabot config
